Job Summary
The Sr Analyst Proposal serves a critical role in the business development process by spearheading the proposal and contracting processes for the Companys fleet of offshore drilling rigs. The Proposal Analyst acts as a liaison between multiple internal stakeholders including Marketing, Operations, Finance, and Legal to ensure that responses to customers enquiries are prepared and submitted accurately and timely. while adhering to all formatting requirements per Company policies. The Sr Analyst Proposal position includes frequent external contacts with services companies, equipment vendors and customer in coordination with the Marketing function.

Principal Duties and Responsibilities
Initiates tracking of all enquiries received from customers, including but not limited to: invitation to tender, request for quote, request for proposal, direct negotiation, expression of interest, request for information, prequalification, market surveys and any other similar type of customers enquiry related to the contracting of Valaris fleet of drilling units.
Ensure acknowledgment of receipt and intent to bid / no-bid is delivered in a timely manner.
Analyze all enquiries and prepare the distribution of deliverables/tasks List to Subject Matter Experts (SMEs) of the company in coordination with the Sales and Marketing person assigned to the enquiry.
Gather input from SMEs to prepare Valaris response to the customers enquiries.
Consolidate list of contractual exceptions in the format required by customer using the input from the legal department and other functions of Valaris.
Collect technical data and ensure gap analysis is performed for the selected drilling rig for the enquiry. Request pricing from SMEs when necessary to complete gap analysis.
Request proposal(s) from vendors and services companies for ancillary services.
Manage and ensure compliance of Valaris proposal with the requirements of the customer enquiry.
Assemble final and complete proposals and ensure accuracy and delivery to customers by the bid due date in coordination with the Marketing function.
Assist Marketing team members with all pre and post-submission clarifications of proposals.
Participates and assists negotiating teams in discussions with customer representatives.
Inform appropriate departments and personnel regarding potential contract compliance issues.
Ensure proper filing and recording of all enquiries and proposals as per policy PR-CO-BD-900.
Ensure qualification and registration of Valaris in various customers supply chain systems and processes (such as Ariba or equivalent).
Update of internal fleet contractual status, including day rate, optional terms & notices.
Create, edit, and maintain proposal template content for Valaris
Collaborate with subject matter experts and other stakeholders to develop broad business unit capability responses to commonly asked questions and store those responses for reference and future use.
Transform proposals into contractual documents that adhere to Valaris policies and legal requirements.
Manage the contract editing and execution process, ensuring necessary stakeholders are kept informed of any changes and provide necessary approvals.
Other responsibilities as assigned.
Qualifications
Associate or Bachelors degree in a legal qualification.
Minimum of five years of experience in the Energy sector with a focus on contract preparation.
Skills & Experience
Ability to gather and analyze/synthesize large sets of documents and data, confirming its accuracy and adequacy as an integral part of the collective analysis/synthesis process.
Ability to adapt to frequent workload variations (up and down) which is inherent to the sales and marketing efforts.
Excellent organization skills and discipline in filing documents
Ability to work in groups and share the workload as needed
Demonstrated ability to work with employees on all levels including management.
Demonstrated effective leadership and influencing skills and practices.
Proficiency in Microsoft Office 365 at an advanced level.
Proficiency in Company Management System, document control systems and databases.
Ability to train and mentor junior positions (Analyst I and Analyst II Proposals)
Intermediate knowledge of oil and gas industry contract auditing processes and procedures.
Excellent written and verbal communications skills
Self-motivated with the ability to work with minimal or no supervision.
Ability to influence and coordinate the efforts of others with no direct authority to manage other’s work priorities.
