This position is contingent upon an award and annual funding from CDC.
Jhpiego seeks a Project Director (PD) to provide leadership for a global project that aims at increasing the rapid response capacity of partners and stakeholders, alleviating/reducing the suffering of the affected populations in public health emergencies in different humanitarian settings including in conflicts. The project will take an anticipatory approach to improve the ability to detect and respond to threats early and develop long-term, sustainable programs to build resilient health systems and communities which can withstand future public health emergencies. The project will operate over an anticipated five-year period.
The PD will lead a team of technical, programmatic and financial experts to ensure that the project adheres to global health preparedness and response standards, targets and deliverables are met on time and within budget. The PD will serve as the projects main point of contact with CDC and will work collaboratively with country offices to ensure effective organizational management and communication with the host country governments and other stakeholders involved in humanitarian coordination at all levels.
Responsibilities
Ensure program implementation is on time and meeting targets within the scope of approved budget
Lead work planning and project monitoring in coordination with CDC, country ministries of health, and other relevant stakeholders
Lead efforts to design effective monitoring, evaluation, and learning systems to track project data/results to inform adjustments in project implementation in collaboration with M&E and other technical staff
Develop strategic partnership with the host country governments, local partners, and other humanitarian actors while overseeing implementing partners capacity investments as necessary
Integrate community approaches, gender sensitivity, and capacity building into all activities as appropriate
Manage a diverse team of technical, financial, and operational staff to ensure field activities are supported and implemented to achieve results
Work with finance and project staff to develop and track project budgets
Oversee the quality, preparation, and timely submission of project reports to donor
Represent Jhpiego and the projects progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
Ensure collaboration with relevant government departments and ministries at country level to develop or adopt required processes and protocols to detect and respond to threats of infectious diseases
Develop and adjust risk communication stagey to communicate effectively with affected population
Oversee the scheduling and production of formal and informal reports on all aspects of the program in a timely and efficient manner
Ensure proper financial management, procurement, administration, human resources and logistics needs of the program are conducted within Jhpiego’ policy and compliant with the CDC and the host country government policies
Ensure country program team members participate in the relevant coordination mechanisms including clusters in both national and sub national level
Share learnings from the project with the greater humanitarian community at national and global level as appropriate
Identify risks related to project implementation in a timely manner and make appropriate adjustments
Manage technical contributions of potential subgrantees/subcontractors, including defining scopes of work
Work with the project team to ensure comprehensive approach to building capacity of national public health institutes (NPHIs) or international NGOs, to empower them to play a multi-sectoral coordination leadership role in responding to public health emergencies.
Required Qualifications
Clinical provider (medicine, nursing, pharmacy, laboratory, etc.) with advanced degree in public health, administration, etc.
10+ years’ experience successfully managing US government, multi-partner, multi-year health and/or capacity development projects.
Previous experience serving as Project Director or other senior level management position in a multi-year international health sector development project
At least 5 years experience in preparing and managing global health security, infectious disease prevention, outbreak response activities in humanitarian/emergency settings
Demonstrated experience leading a capacity-building approach for local actors in the public sector, providing capacity building assistance at individual and organizational levels
Demonstrated experience with a mix of practical technical skills in global health security topics, including surveillance, laboratory strengthening, emergency response operations, workforce strengthening.
Strong understanding of the humanitarian emergency operating context, relevant standards (Sphere) and humanitarian coordination mechanism including clusters
Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
Excellent verbal, written, interpersonal, and presentation skills in English
Ability to travel nationally and internationally to project sites
